The Malaysian Centre for Constitutionalism and Human Rights (MCCHR) a.k.a Pusat Rakyat LoyarBurok is a community-based organisation based in Damansara, Kuala Lumpur. Established in March 2011, its mission is to promote and protect human rights in Malaysia in accordance with established international human rights standards and principles.  

MCCHR carries out a number of projects. Under its strategic litigation component, it files a number of test cases/appeals against Court decisions to effect changes in human rights; and organises training for lawyers and law students. Its civic education component, UndiMsia! is the first-of-its-kind civic education project in Malaysia with the aim to increase ownership and strengthen the effective participation of Malaysian youth in the democratic process. In recent years, MCCHR has expanded its focus to also include law and policy reform work, through its strategic legislative advocacy program. 

Job Title: Project Officer (Human Rights Strategist)
Start Date: 1 April 2025
Duration: 1 year with the possibility of extension

Salary (gross): RM3,000 – RM3,500/month depending on experience

OBJECTIVES
As a Project Officer (Human Rights Strategist) at MCCHR, you will provide technical support in the implementation of MCCHR’s strategic litigation projects.

RESPONSIBILITIES
Under the guidance and direct supervision of the Project Manager, the Project Officer (Human Rights Strategist) performs the following responsibilities:

  1. Provides technical input for the effective implementation, monitoring and evaluation of strategic litigation projects through developing work plans, objectives, benchmarking and target-setting, and resolving all challenges that arise in the process, both substantively and financially.
  2. Implements projects in a timely manner and ensures funds are utilised in accordance with agreed budget.
  3. Advises the Project Manager on progress and, where relevant, additional needs in relation to the project implementation and follow-up activities.
  4. Supports the Project Manager to ensure accurate and timely reporting on the progress of projects with a specific focus on the activities and funds utilised.
  5. Identifies opportunities and stakeholders for the implementation of strategic litigation projects and follow-up activities, resource mobilisation, and network building.
  6. Assists and advises the Project Manager in all other matters, as far as required.
  7. Perform other related duties as required.

c. Ability to build good relationships within MCCHR, and with external stakeholders such CSOs, lawyers, youths, and government agencies.
d. Good communication (spoken and written) skills including the ability to convey concepts and recommendations both orally and in writing.
e. Demonstrates outcome-oriented attitude and effective problem-solving skills.
f. Demonstrates ability to work independently with minimum supervision, and at the same time is willing to work as a team.
g. Demonstrates commitment to MCCHR’s mission, vision and values.
h. Displays sensitivity and adaptability to cultural, gender, religious, ethnic, age and sexual orientation diversity.
i. Ability to inspire and work with people from diverse cultural, political, religious and social backgrounds.
j.  Ability to travel to locations in Malaysia.

QUALIFICATIONS

Education:

  • University degree in law or other related fields. Good knowledge of human rights and/or the law is an advantage.

Experience:

  • At least two years’ experience implementing projects is required.
  • Strong communication skills.
  • Proficiency in Microsoft Office applications.

Language Requirements:

Fluency in both oral and written Bahasa Malaysia and English is essential.  Knowledge of a third language is advantageous.
