Vacancy Announcement: MCCHR Project Officer

The Malaysian Centre for Constitutionalism and Human Rights (MCCHR) a.k.a Pusat Rakyat
LoyarBurok (mcchr.org) is a community-based organisation based in Bangsar, Kuala
Lumpur. Established in March 2011, its mission is to promote and protect human rights in
Malaysia in accordance with established international human rights principles, treaties and
law.

The MCCHR carries out a number of projects. Under its strategic litigation component, it
builds capacity among lawyers and affected communities for human rights cases to be
argued in court. It has also filed a number of test cases/appeals against court decisions
that affect public interest policies and legal changes in the areas of gender equality,
freedom of expression, freedom of religion and preventive detention laws. It also
implements the first-of-its-kind voter/citizen education project called UndiMsia!
(undimsia.com). In addition, it runs a popular blog (loyarburok.com) to encourage and
promote free flow of information on various human rights issues.

The MCCHR is looking for a Project Officer to assist it in carrying out its activities.

Job Title : Project Officer
Start date : 2 Jan 2019
Duration : 1 year with the possibility of extension
Employment type : Full-time
Duty station : Pusat Rakyat LoyarBurok, Bangsar, Kuala Lumpur
Supervisor : Chief Executive Officer
Gross Salary : RM3,000 – RM3,500/month depending on experience

Objectives: Provide technical support and advice in the implementation of MCCHR’s
projects.

Responsibilities: Under the guidance and direct supervision of the Chief Executive Officer
(CEO), the Project Officer performs the following responsibilities.

  • Provide technical input for the effective implementation, monitoring and
    evaluation of projects through developing work plans, objectives, benchmarking
    and target-setting, and resolving all challenges that arise in the process, both
    substantively and financially.
  • Continuously assesses the implementation of projects including through field visits.
  • Ensure MCCHR projects are implemented in a timely manner and funds are utilised
    The Malaysian Centre for Constitutionalism and Human Rights
    in accordance with agreed budget.
  • Advise the CEO on progress and, where relevant, additional needs in relation to the
    project implementation and follow-up activities.
  • Support the CEO to ensure accurate and timely reporting on the progress of
    projects with a specific focus on the activities and funds utilised. Ensure that
    reports are provided to donors according to MCCHR’s contractual obligations.
  • Identify opportunities for the development of projects and follow-up activities,
    including resource mobilisation and partnership building.
  • Advise on the preparation of project implementation activities and selection of
    implementing partners such as government agencies, service providers, and civil
    society organisations (CSOs).
  • Work with stakeholders to support the implementation of projects.
  • Assist and advise the CEO in all other matters, as far as requested.

  • Good knowledge and understanding of project management with a focus on
    measurable impact and results.
  • Demonstrates basic management skills.
  • Ability to build good relationships within MCCHR, and with external stakeholders such
    CSOs, youths, and government agencies.
  • Ability to implement, monitor and evaluate the development of projects and its
    activities.
  • Ability to formulate and manage budgets, contributions and financial reporting.
  • Good communication (spoken and written) skills including the ability to convey
    concepts and recommendations both orally and in writing, with clear and concise
    justification.
  • Demonstrates outcome-oriented attitude and effective problem-solving skills.
  • Demonstrates ability to work independently with minimum supervision, and at the
    same time is willing to work as a team.
  • Demonstrates commitment to MCCHR’s mission, vision and values.
  • Displays sensitivity and adaptability to cultural, gender, religious, ethnic, age and
    sexual orientation diversity.
  • Shares knowledge and experience, and is willing to learn.
  • Ability to inspire and work with people from diverse cultural, political, religious and
    social backgrounds.
  • Displays behaviour that demonstrates honesty, transparency, accountability and
    kindness.
  • Ability to travel to locations in Malaysia.

Qualifications

  • University degree in social/political sciences, law or other related field.
    Good knowledge of human rights and/or the law is an advantage.
  • At least two years’ experience implementing projects is required.
  • Previous experience in developmental assistance or related work for a
    donor organisation, governmental institutions, CSO or private sector is
    desirable.
  • Good knowledge of Microsoft Office.
  • Fluency in both oral and written Bahasa Melayu and English is essential.
    Knowledge of a third language is advantageous.
