The Malaysian Centre for Constitutionalism and Human Rights (MCCHR) a.k.a Pusat Rakyat LoyarBurok is looking for a Chief Executive Officer to assist the MCCHR in carrying out its activities.

The MCCHR is a community-based organisation based in Jalan Pantai Baharu, Kuala Lumpur. Established in March 2011, its mission is to promote and protect human rights in Malaysia in accordance with established international human rights principles, treaties and law.

The MCCHR has two main programmes: 1) strategic litigation programme – it files a number of test cases/appeals against Court decisions to effect changes in human rights; and organises training for lawyers and law students; 2) UndiMsia! programme – this is the first-of-its-kind civic education project in Malaysia, which is aimed at increasing ownership and strengthening effective participation of Malaysian youth in the democratic process.

RESPONSIBILITIES:

Under the guidance and direct supervision of the Director of LBSB, the Chief Executive Officer performs the following responsibilities:

– Ensuring a rights-based organizational culture in all programmes, activities and the administration of MCCHR.

– Developing and managing programmes and work plans within MCCHR’s policy guidelines and budgets.

– Ensuring that established objectives and indicators are achieved, lessons learned, and sound practices are disseminated, and data contained in reports is comprehensive and reliable.

– Seeking out sources of funding in order to increase the level of support offered to MCCHR’s programmes, expand the programme base and increase MCCHR’s internal capacity.

– Developing concept papers and grant proposals and its budgetary aspects, and liaise with donors as deemed appropriate.

– Preparing and maintaining the budgets and accounts of MCCHR, and ensuring financial propriety in the day-to-day management of the programmes of MCCHR.

– Preparing, in a timely manner, narrative reports and documentation, for donors and other stakeholders.

– Building a strong network of interlocutors and developing strong links with civil society groups, key human rights actors, and institutions.

– Representing MCCHR as its spokesperson at the local, regional and international level.

– Managing the office and supervising the staff, including programmes, communications, fundraising, financial and administrative functions.

– Overseeing recruitment of personnel and the development of appropriate personnel policies and procedures for staffing.

– Organising meetings, retreats and follow-up of implementation of agreed plans.

– Perform other related duties as required.

QUALIFICATIONS:

– University degree, with a keen interest in social/political sciences, law or other related field. Good knowledge in human rights is an advantage;

– At least seven years of experience in administrative work, public administrative or other substantive area is required;

– Fluency in both oral and written Bahasa Melayu and English is essential;

– Good knowledge of Microsoft Office;

– Previous experience in developmental assistance or related work for a donor organisation, governmental institutions, NGO or private sector is desirable;

– Basic knowledge in accounts and finance desirable.
